We do not share the view expressed in the White Paper that the food early-warning system is sufficiently effective. Fundamentally we consider it important and necessary for an information system to keep everybody involved in the food chain abreast of crisis situations. It is also necessary to carry out both a careful examination of the facts of the matter to see if they are conclusive, and a realistic assessment of the actual potential for danger. Shortcomings in this respect, particularly in recent months, have led to a flood of warnings and announcements that threatens this essentially valuable system with reductio ad absurdum. Page
